He is.

But Lightning-timing =/= Faster than lightning.

As we see in AC, the bolt didn’t travel in a straight line but followed a curved path.

moreover, I doubt if the writers of FF knew the exact speed of lightning

Yes, extremely casual might I add. Cloud was dodging lightning in the game well before massive power boosts from end game and AC Cloud. And of course Sephiroth was far Cloud’s superior in FF7.

There are also two instances of bolt dodging in Advent Children, both by Cloud. One where he barely escaped it, but was nearly dead. He dove off his bike right before the lightning struck the bike. The second he actually casually traveled several meters before the bolt spell hit the ground her was standing on.

Bringer of Light, respectfully, has no idea what he’s talking about. smiley

Anyway, Sephiroth can solo this. He’s casually continental level in his weakest incarnations and was much 300+ in his weakest as well. By FF7 he’d developed telekinesis powerful enough to withhold planetary threats, and by Advent Children his telekinesis was strong enough to move an entire planet, not to mention his control over the negative Lifestream. Combine all that with telepathy, intangibility, lifelike illusions, and perpetual immortality, you get somebody that could solo the entire verse.

It’s according to OBD calcs, so don’t take it without a grain of salt. I have enough evidence to propose a radically different interpretation.

And Dissidia Sephiroth 50,000,000 stronger than he .
